Established in April 2017, the Singapore-based Infrastructure Financing Service Centre (“Centre”) is collaboratively delivered by the Head Office and Singapore Branch of China Construction Bank. Under the Head Office’s stewardship, the Centre capitalises on Singapore’s infrastructure ecosystem and geographical advantages to support strategic infrastructure development in countries along the south-bound routes of the “Belt and Road Initiative” and “New International Land-Sea Trade Corridor”. The Centre provides a fully integrated financing and advisory “one-stop” service for medium to long term infrastructure projects spanning across multiple sectors such as rail, port, transport logistics and energy in Singapore and the South East Asia region. Services include project evaluation, project structuring, financial advisory, project financing and export credit.

 

The Centre prioritises its support for infrastructure projects in a few areas. Firstly, projects involving Chinese enterprises and their “Overseas Operationsin Singapore and South-East Asia region, especially to client’s key infrastructure developments along the countries participating in the “Belt and Road Initiative” and “New International Land-Sea Trade Corridor”. Secondly, infrastructure projects within Singapore. Thirdly, projects located in South East Asia participated by reputable Singapore enterprises. Priority will also be given to projects jointly developed by Chinese and Singapore enterprises on third-market cooperation. As of the end of 2020, the Centre has worked with clients on a total of 20 medium-to-long-term projects with a cumulative financed amount of $1.45 billion Singapore dollars across rail, power & utilities, oil & gas and warehouse logistics projects in Singapore, Indonesia, Vietnam and Pakistan.

 

The Centre will serve as an important platform for Head Office’s strategic growth in the offshore infrastructure market providing project finance, project evaluation and engineering cost consultation functions. The Infrastructure Financing Service Centre has a team of professionals with project finance, financial modelling, project structuring, financial analysis, engineering cost consultancy experiences, with a track record of providing holistic end to end transaction advice to clients to successfully deliver large and complex infrastructure projects. The Centre will be the foundation for China Construction Bank in enhancing its global brand as a financier and advisor in infrastructure sector in the South East Asia region, providing a fully integrated “one-stop” service.
